It looks to me that this is a woodworking file and not one used for metal which is too bad for him, if he was considering using himself as a way to get out.
Yes, I would definitely use the lazy man's "back way" mentioned above.
So, even though Mr. file was incarcerated he remained a dangerous criminal since he turned a toy into a weapon. Too bad he wasn't sharper instead of just having rough edges...he might have figured how to make an escape without resorting to violence.

Also, if I were in this situation, I'd probably take advantage of the fact that the cage was lazily drawn with only two sides and sneak out the back.
